Two West Virginia County Systems Have Declined for 15 Straight Years

Correction: An earlier version incorrectly counted Pocahontas County among three systems with 15 straight annual declines and used stale statewide and county values. The current published 2011-2026 panel shows two such systems: Braxton and Roane.

West Virginia's current enrollment panel contains 15 year-over-year transitions. Only two of the state's 55 county school systems recorded a loss in every one: Braxton County^↗ and Roane County^↗.

Braxton fell from 2,220 students in 2011 to 1,514 in 2026, a loss of 706 students or 31.8%. Roane fell from 2,505 to 1,545, losing 960 students or 38.3%.

The statewide total fell from 282,130 students to 234,957, a loss of 47,173 students or 16.7%.

Fifteen transitions without a gain

The streak measure counts consecutive negative year-over-year changes ending in 2026. Braxton and Roane each declined in every transition from 2011 to 2026. Their current-year losses were 53 and 85 students, respectively.

The correction matters because Pocahontas County^↗ did not meet that test. Its enrollment rose by 2 students in 2024, breaking the longer run; its current decline streak is 2 years. Pocahontas still fell from 1,183 students in 2011 to 833 in 2026, but it is not one of the two systems with a 15-year active streak.

Persistent decline extends beyond the top two

Wetzel County^↗ has the next-longest current streak at 14 years. Nine county systems have active streaks of at least 13 years, and 15 have active streaks of at least 10 years.

In 2026, 51 of the 55 county systems lost students and four gained students. The streak table measures persistence, not the reason for the persistence; a system can have a long run of small losses while another has a shorter run of larger losses.

The same decline has different scales

Indexed to each system's 2011 enrollment, the 2026 statewide total stood at 83.3. Braxton stood at 68.2 and Roane at 61.7. The lower index values show that both focus systems lost more relative ground than the state as a whole.

Together, Braxton and Roane lost 1,666 students between 2011 and 2026. That is 3.5% of the statewide loss. The two systems ranked 14th and 15th from smallest among the 55 county systems in 2026.

What a streak can and cannot show

The direct evidence is a sequence of annual enrollment observations: two systems with 15 consecutive losses, a broader group with 10-year-or-longer runs, and 51 systems that lost students in the latest transition. Those facts describe persistence and scale.

They do not identify whether births, migration, transfers, movement between public schools and other education sectors, or reporting changes caused any particular loss. The U.S. Census Bureau's population estimates provide demographic context. The West Virginia Treasury's Hope Scholarship information documents a school-choice policy context. Neither source turns this descriptive enrollment series into a causal estimate.

For district leaders, the streak is a planning signal about the persistence of current enrollment pressure. It is not a forecast of the next year's count, a budget estimate or a prediction that any county system will cease to exist.
